While it has been already included in the HD universe, GTA VII is coming out in 2040 at earliest I think doing San Andreas for 7 would feel way too soon, like how GTA 4 seemed to have overall felt at the back of the mind after GTA 5 released, GTA 5 and thus it's setting will do so after GTA 6 comes.
